And yes, people do discuss the Holy Ghost in scriptures before the book of Acts. Most of us just prefer to do so in context.

Actually Acts is the earlier writings about "signs" of the infilling of the Holy Ghost. I also don't recall the Gift of Interpretation of tongues in Acts.
