Well, I think perhaps even Paul himself appealed to culture in
Corinthians 11. If not concerning hair then certainly a "covering" or veil.
Modesty it's self is very often influenced by the culture I think. It is not considered modest for nursing moms to expose their breasts in the USA, but it's different in some parts of the world.
