No, I would say that they were saved/born again before they even prayed the prayer. It was their conversion that would usually have led them to a place of prayer.

If the conversion is sincere then they will bear the fruit of the spirit.

If one says the sinners prayer and truly believes what they are reciting then would you say they are saved? The baptists and methodists always add the necessity of believing its words. What is wrong with that?

Conversion is not repeating a prayer. Maybe it is the prayer that could lead them to conversion but the prayer itself nor repeating it does not save.

Just like some folks are converted when they come down to a pentecostal altar and receive the "baptism of the Holy Ghost" there are people that are converted many different ways.
