In my opinion, when a violent act is necessary, it is not evil. That's just my personal feeling. For example, if someone were violently attacking my wife and son, they could expect all of the violence I can muster. I will not be passive to the point of simply watching the attack take place or even solely praying while it goes on. My prayer would be that God would intervene so noone would get seriously hurt or killed, but until that point I'll be acting. Sorry.
I think a necessary war is a macro application of this principle. Anything less begins to shade towards unnecessary war in my opinion.
