Number one: No, not normally.
Number two: Tongues is normative as the initial evidence, though was very rare until the early Pentecostal revivals. That raises the question of the experience of great revivalists such as Wesley, Finney, Witfield. Spurgeon, and many more. Their lives certainly demonstrated the fruit of the Spirit. But I still see tongues as the normative initial evidence and teach it as such. But I certainly won't be surprised to see a few non-tongue talkers in Glory.
