I'd say parental consent is necessary, that's how I grew up, I was taught this since I've been under Apostolic preachers and from the time I was baptized. It's necessary and a legal issue and reasonably so, whether you like it or not, churches shouldn't be disobeying the law unless it directly conflicts with the Word of God, the bible tells children to obey their parents, as does the law.
