The author presumes much. We don't know the people affected there. Obviously every action taken in the world is not something God wills and designs.

Not to speak specifically about the Texas situation (don't know enough to) but God actually does involve himself in our affairs. Many times he delivers, other times he is bringing judgment.

And sometimes... things just happen. God never promised that life would be without issues & problems... even major issues and problems up to and including death. Life is life.

Plus, we have to keep in mind that we live in a fallen world. The enemy of our souls still comes to kill, steal and destroy. And it turns out, he has gotten pretty good at it over the years.

We tend to blame God when bad things happen, forgetting that He doesn't control things in quite the way most seem to think. Like you rightly point out, not everything that happens is the will of God.

The creation is a dangerous place, and when humans break the laws of safety, terrible things happen. Both intentional and unintentional.

The kingdoms of the world (the spirit and soul of mankind) were turned over to Satan who through ruling over the affairs of man has become the prince of this world. However, God in his mercy and grace available through unto us through His son has provided a way for Satan to be overcome, therefore allowing us with God as our King to rule over all events on earth including preventing things such as the Texas tragedy

Seven times in the Bible it says my Lord said to my Lord said here at my right hand until I make my enemies your footstool. However, the last time it is said it is followed by speaking of Jesus who has gone into the presence of the holiest that is made without hands where He is sitting there expecting us to show up and share in His power. Unfortunately, this is also the realm of perfection and no one is going to show up there without being placed there by God. Before that can happen they have to learn the truth of the 7 foundational doctrines of Hebrews 6:1–2 where it says if God be willing we can be moved into the realm of His perfection......... but first you must lean the truth of the foundational doctrines !!!

By the way we were all enemies of God at one time but by us becoming part of his footstool we lift him up daily.

God set the world in motion and then let man run with it. God does not direct the actions of men or things that men create.

Whatever turns out to be the source of this terrible tragedy will almost certainly not be something that is the work of either God or the Devil. It will be some mistake or accident that caused a series of events resulting in the ignition of some highly explosive material.

I walk through life knowing that my life and well being are for the most part subject to earthly influences. If I eat too many donuts (and I do) chances are I am going to suffer health consequences from that and I can't blame God or satan for those consequences.

I look at God's role as one of an interested observer who can and does intervene from time to time but at his decision not ours. Our prayers ask him to intervene many times in the affairs of our life and I believe he can and does. Often times not in the way we wanted but in the way best for us. However the other 99% of the time I believe what happens in life is just the result of the world God set in motion.

From the very beginning if a man walked off a cliff, the LAW of gravity would see to it that he fell and hit the ground with enough force to either die or be injured.

From the very beginning oxygen and hydrogen have been able to combine generating a good amount of heat in the process and water as a by product. If someone was in the area when this happened, they could become injured or killed.

Like CC1 said, occasionally God may intervene directly in order to suspend the laws of physics in order to show His will is still being done, but that is not the norm. People make mistakes and <blank> happens.
