There are two bill in the House this year - HB1194 and HB700. Texas started moving that way with a lighter version in 2007 with the Texas Motorist Protection Act. Although, you still can't walk around with a gun without a license, it's a start and I feel it will go that way soon. Many don't like the two bills I referenced as they do require a license like the CCL.
I'm surprised with the nature and history of Texas that it is not already in place. I'll call the Governor's office and see if I can find out how that came to be.
