There also isn't much eternal judgment being witnessed in local congregations, either. I'm pretty sure the 2nd Scripture is giving two examples of things that should occur presently (baptism and laying on of hands) and two examples of things that will occur in the future (the resurrection of the dead and eternal judgment).
