Yes, I believe the Apostle Paul himself drew the line when he mentioned disfellowshiping those who would not work and support their family, and he also specified that only widows with no family to help them should be dependent upon the church for their support, but that if you were a widow and had family, the church wasn't expected to provide support.

So, it seems there are cases where helping someone who refuses to help themselves, seems to be where you can draw the line in the sand.
