Presidents routinely meet state officials on tarmacs for publicity photos. They spend almost no time out on the tarmac and have no chance for any kind of meaningful discussion.
Perry would've wasted his time going there. This was obama hoping he could look good by getting some photos of him and Perry so he could say he met with Perry.
Were this a Republican going to a border state during a crisis, just to attend 3 fundraisers and not visit the crisis area....it'd be the topic nonstop on every local news and cable news channel and rag all over the US.
