Paul is speaking to the elders/pastors of the Church at Ephesus. Would have been a great time to exhort the Elders about making sure the people pay their tithes wouldn't it?
Instead he tells them to work with their own hands. These were REAL New Covenant ministers.

Well the book of Acts doesn't really go all that far to Pentecostals I guess.
