It does have a biblical foundation.
Deuteronomy 22:5. You may refute that we may misapply things, but to say it has no biblical foundation is a falsehood. As far UPC girls being immodest, that is a broad brushed statement which is not true of all OP ladies. I rarely have seen ladies jeans that aren't immodest to me personally. I have to walk through places with my guard up many times to not be guilty of seeing things I shouldn't.
