Say what you will, try to downplay it as much as you can. The UN Secretary General and the President of the General Assembly were presiding over the event. It was at the United Nations, in the General Assembly. Regardless of there not being any heads of state in attendance, it was an official event of the UN General Assembly.
Not every UNGA event is a legislative session.
If a person gives a speech in the Senate or House during an official session of Congress, it doesn't matter how many members are absent, it's an address to the Senate or House.
