It was part of the anti-martial movement in Japan (alongside Jihoro Kano's development of 'judo' and Gichin Funakoshi's development of 'karate'). All three art/sport systems were developed by stripping down the jujutsu/taijutsu combatives systems, sporterizing or otherwise making them 'safe and non martial' for mass consumption, ostensibly in order to preserve some of Japan's military history (so that the martial concepts did not disappear entirely from the culture).
Anyone who claims aikido was developed in feudal Japan is selling you something. Sort of like the 'aikijutsu' systems being promoted the last 30 years as 'original samurai hand to hand combat methods'.
A good boxer would make short work of any aikidoist. No 'chi power' necessary.
