yes. Mismanagement caused the issue. There was a poor response time, but I don't believe the politicians sat back because they were racist or because Flint didn't have enough rich people. They had a horrible response time because there are a lot of people in the gov't that don't know what they're doing. Why must people always blame race instead of just accepting the fact that a lot of people are just inept?
