I think it is safe to say that he believes salvation is through grace by faith in our Lord Jesus Christ as our only saviour. That repentance is the beginning of the salvation process that is a life long process as we follow Christ. Part of following Christ would be identifying ourselves with him in baptism. The question isn't does one have to be baptized but rather why would a Christ follower not want to be baptized?
Does his wife have cut hair, wear make up and jewelry or pants?
Yes, yes, yes and yes!
Does he go to the movies? Does he bowl? Amusement parks?
Yes, yes and yes!
There are important qualifiers to determine if "we" can accept these baptisms.
It's easy to report 67 being baptized. The Sanhedrin needs more information in order to approve of these alleged "births of water".
