Holiness means Dedicated to God, it has nothing to do with any dress code.

It is interesting that in the New Testament we never see Jesus and his disciples being noted for their dress or appearance being different than the culture around them.

I can't count how many times growing up in old time Pentecost I have heard preachers misapply the scripture about being a "peculiar people" to mean the dress code.

Jesus and his disciples lived in a "mostly" Jewish culture which had high restrictions on dress.
You do see Paul addressing the issue when he is writing to Christians who lived in a mixed culture.
