Deut 22:5 is about pants. Somehow you have found a way to go back in time and you spoke with Moses, who confirmed to you that he was speaking of an article of clothing which wasn't known at that time. A simple look into ancient Jewish culture and fashion, you would see that the difference between the sexes was the color, length and style of the robes.
There is no scripture where all Israeli men wore pants. There is simply not one. Breeches, both in the Biblical passage and in historical writings, were for the priests and Levites who ministered in the Tabernacle.
