I would say the latter. In neither example does the woman take or assume authority over men. In both cases the
woman pleads with the existing authority figure for justice.
In the first case, she pleaded with Joab not to destroy the town. Joab said that was not his goal. Rather, he's
looking for the rebel, Sheba. So she realizes that if the town delivers the rebel, Joab will spare the town. She
then tells the elders the facts. She tells them Joab wants Sheba, and if he gets his head the town will be safe.
So the elders order Sheba to be beheaded, and so the town is saved.
She was known in town as a "wise woman." She was a mother in Israel. Just because Momma tells the men of
the family "Hey, if you do such and such then this and that will be the result" doesn't mean Momma wears the
pants in the family. It just means Momma is known to have some wisdom and good things happen when you
take Momma's advice.
This is a far cry from Momma saying "Now you men are gonna do thus and so, and that's how it is gonna be,
cause I'm in charge." It is also a far cry from her using persuasion, guilt trips, flattery, and subterfuge to
manipulate the men into doing her bidding, cause she thinks she knows best, and thinks she is smarter than
the boys. That would be more like Jezebel, or Herodias.
