This form literal legalism is painfully incorrect and is nothing more than modern day Judaizers. This literal interpretation is when one uses English denotation in place of Greek connotation to create their doctrinal construct. When examining the usage of fulfill and fulfilled in these two verses; Christ is not referring to progression, rather He is proclaiming the law coming to a completion. To believe that Christ did not fulfill the law on the cross is blasphemy.
Matthew 5: 17 (KJV) Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.

The Judaizers where the thorn in the side of Paul and are still alive and well today. We know the Old Testament pointed us to Christ accomplishing that which mankind could not accomplish. All of the types and shadows were given as an example. To learn from our own mistakes is intelligent, but to learn from other people’s mistakes is wisdom.
Galatians 3:24 (KJV) Wherefore the law was our schoolmaster to bring us unto Christ, that we might be justified by faith. 25 But after that faith is come, we are no longer under a schoolmaster.
Hebrews chapter eight really speaks to the differentiation of the old and new covenants. The first covenant led men by precepts written in stone which is similitude of our physical existence. Whereas the new covenant of the laws written in our hearts and mind represents the spiritual presence of Christ forming in the believer.
Hebrews 8:9 (KJV) Not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord. 10 For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people: 11 And they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest. 12 For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more. 13 In that he saith, A new covenant, he hath made the first old. Scriptures are bread to our souls, but the Holyghost gives us power to overcome the flesh through faith. By my Spirit saith the Lord is faith that we will overcome by the leading of the Holyghost.
2 Corinthians 3:3 (KJV) Forasmuch as ye are manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart.
Christ taught us that we would be known by our fervent Love for our Creator and Savior. And the Love for our neighbor as ourselves. Love trumps Legalism. The love of Christ in our heats is what separates us from the world. Christ proclaimed that ALL THE LAW is fulfilled when we truly Love our Heavenly Father and Neighbors.
Mat 22:37 (KJV) Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind. 38 This is the first and great commandment. 39 And the second is like unto it, Thou shalt love thy neighbour as thyself. 40 On these two commandments hang all the law and the prophets.
The New Covenant of the Spirit is a higher calling than the covenant of the flesh. As our Heavenly Father's children we avoid the works of the flesh and sow to the spirit. You can be guided by the old covenant of the flesh, but I choose to be led by the Holyghost. The Just shall live by faith! When one is born again we have freedom to pursue Holiness and Love in Christ.
Galatians 5:18 (KJV) But if ye be led of the Spirit, ye are not under the law.
19 Now the works of the flesh are manifest, which are these; Adultery, fornication, uncleanness, lasciviousness, 20 Idolatry, witchcraft, hatred, variance, emulations, wrath, strife, seditions, heresies, 21 Envyings, murders, drunkenness, revellings, and such like: of the which I tell you before, as I have also told you in time past, that they which do such things shall not inherit the kingdom of God.
22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, 23 Meekness, temperance: against such there is no law.
