I lean toward Italy and Iran having tremendous financial trouble (Italy has had 3 recessions in a 10 year span and we know Iran’s state of affairs - China has been selling them weapons and nuclear materials) and China standing to benefit. China is trying and has been working with Italy on a railroad which would expand their footprint into Europe.
I also believe China wanted America to panic and were looking more to us overreacting, which would hurt our business interests more than people being harmed. So, they got that. Payback for tariffs.
