Now in the House of Commons where debate takes place and legislation is passed, members are shielded from lible laws to foster open debate. Open debate doesn't mean that one cannot make remarks that are unparliamentary.That is where the speaker comes in, one can appeal to the speaker saying the member said an unparliamentary remark. The speaker then will ask the member to withdraw it and apologize, most do, because the damage has already been done. The member will be given several opportunities to do so but if he doesn't he can be ejected by the speaker for the day or until he apologizes. Most members who have had unparliamentary statements made to them in the House if Commons will try and goad the one who said the statement through a media interview to try and get the member to repeat the statement knowing there is no protection from libel laws outside of Parliament.
