Under the Electoral Count Act, Congress holds a trial to determine which slates are counted. House will likely vote Biden’s. Senate will likely vote Trump’s. The unresolved legal question is who breaks that deadlock. Tradition and Art 2 would seem to favor Trump.

What is the uncertified electoral votes, and its actual effectiveness?

If the people of a State, either through a special convention (like the ones that ratified the constitution) or by direct referendum vote to leave the Union, they are out of the Union. A State Legislature cannot take its State out of the Union. There is nothing in the Constitution authorizing forcing the people in a State to stay in the Union.

The War Between the States in the 1860s cemented the federal doctrine that no state may leave the Union. If any state or coalition of states actually tried to leave the Union the federal military would intervene just like they did last time.
