The real question is whose idea was it to release this?

1. Trump did. Intentionally to make everyone totally suspicious. To what ultimate end? Not sure.

2. The "other team". Because either Trump is dead, in custody/under arrest, or AWOL and they want to get out ahead of him. This latter connects with lame stream media and Pelosi screeching about the launch codes and the push for Article 25 removal. They may false flag a nuke strike to blame on Trump and/or his .mil supporters.
