If the child is a minor, can he/she be considered, "subject to the jurisdication thereof."? If the parents are illegal and the legal guardian of the said child are they subject to our jurisdiction?

I'll call Ron Paul's office next week and see what he is proposing.
If the child is not subject to our jurisdiction then when they commit crimes then how can he or she be tried in American courts for committing crimes in America? I don't think it has to do with the status of the parents.
