I would brag to my fellow pastors in my section/district that I personally pay all the bills at my small church. After service at campmeeting, I would call my chauffer to bring my limo for the ride home!

Well that is exactly the reason I was befuddled by the question, it had no place or bearing on the question as to how a ministry should be set up? It left me with no other reason than to think you wanted to categorize me.

Those that preach the gospel are to live of the gospel. I believe the tithes should go to the ministry. I give my tithes to God. I expect my pastor to behave like a Christian. God will judge him if he misuses or is a poor steward of what is given him.
MOW is commendable in how he structures his ministry, but if he was the only minister of the word in his church fellowship and took the whole tithe of 8 million that IMO would be his perogative. He is accountable to God as am I.

I asked a friend of mine the same question and this was his reply with his permission:

I assisted a pastor friend of mine set up a church in Colorado. In the by-laws we included a section that the trustees would set a salary cap (tithes & salary) on all ministry wages, and that this would be reviewed annually according to a number of criteria.
At the present time his salary (tithe cap) runs about 20% above the average congregational member's income, which places his monthly income (excluding expenses, special benefits, and all other personal income) in the top 30 percentile, top 2% when everything is factored in.
A workman is worthy of his hire - a shepherd of the flock, yes! But not to be the shearer of the sheep or to eat freely of the lambs.
Added note:
1 Tim 5:18 - "For the scripture saith, Thou shalt not muzzle the ox that treadeth out the corn. And, The labourer is worthy of his reward."
That does not mean that you allow the ox eat his fill and then mess in the corn! Ya watch that critter, very carefully!

You guys are going about this all wrong... I would just march into the district board meeting with my 8 million dollars and demand to be ordained myself.
I know that money kept a former DS in power when he should have been removed years ago... a large donation to the organization was at stake so the DS was allowed to stay... I love gossip.

I like Paul's approach in Acts 24 "So I strive always to keep my conscience clear before God and man"
2 Corinthians 4 "On the contrary, by setting forth the truth plainly we commend ourselves to every man's conscience in the sight of God"
Romans 12 "Be careful to do what is right in the eyes of everybody"
And Paul's final admonition on how to handle church finances:
Paul believes in full disclosure: 2 Corinthians 8 "We want to avoid any criticism of the way we administer this liberal gift. For we are taking pains to do what is right, not only in the eyes of the Lord but also in the eyes of men."
The jury is out....
