Being modest is also being dressed appropriately for the activity or situation at hand.

I still have to modify this further because attractive women are inherently sexy whether they intend to be so or not (especially to young teenage boys). So I would alter the statement further to read as follows "Modesty is a general sense of wearing clothing that doesn't cause a reasonable person to think that the woman is trying to be provacative or sexually enticing to the opposite sex."
