Bro. Benincasa,
I cannot vouch for the specific incidents that Thad is speaking of but I can confirm that events like he has described have happened.
One of my best friends' dad used to drive around looking for the unholy glow and then he would preach AT the offenders the following service! He has actually sat folks down for the unholy glow.
There is also a church in this area where the pastor has set a limit to the number of curls the young ladies can have in their hair. This is only one of his many unique guidelines.
It IS NOT COMMON but it has and does happen.

I will freely admit to being conflicted about this. Growing up in a family of bootleggers, it was ingrained in me at an early age not to be a tattler. That is a part of my nature. So while I think a man who has both a license and a tv ought to be dealt with, I couldn't file charges myself.
Ideally, an elder ought to approach such a man privately and entreat him as a brother regarding the integrity issue in his life.
If he refuses, then he ought to be disfellowshipped.

I agree in principle.
But how would the elder even know he had a tv? How do you deal with that?
