I am asking how you determine fellowship BEFORE character or ethics are allowed to enter the equation! We all know of folks with high character and ethics that we would never fellowship because one of the seven reason listed!

I understand that this exercise is very tough for UCs, as some consider all as equal importance. But.. in reality, priorities are made!
