To be honest, I thought this had been the case for years. In order for a preacher to go into another area and preach for a church that is non- UPC, he must first get the approval of the local UPC pastor and the DS. At least that is what I thought was the case.

Don't mean to disagree with you bro but to ascribe authority on a whim as resolution 3 apparently does, does not justify forbidding said preacher one day before the meeting is to start. Common courtesy, decency, etc. is in order. I don't have much respect for said DS!
