Regeneration does not take place until the heart passes from darkness to light, from death to life, from unbelief to belief. It is the quickening power of God.... the spirit of man is born of the Spirit of God at the moment the humble and remorseful heart is revived at its conversion to faith.
Isaiah 57:15 For thus saith the high and lofty One that inhabiteth eternity, whose name is Holy; I dwell in the high and holy place, with him also that is of a contrite and humble spirit, to revive the spirit of the humble, and to revive the heart of the contrite ones.
While repentance requires a faith in God it does not require a faith in Christ. Again, I point to Cornelius as example. The heart humbled before God does not fully "repent" (i.e., return) to God until Jesus Christ is made the heart's object of faith. This conversion of the humbled heart to Christ takes place in repentance.
