According to scripture, there were good, repentant, water baptized folks that Philip had preached to down in Samaria. He had had a healing deliverance revival, and they were believing in Christ, as they went on and got baptized.

BUT they had not received the gift of the Holy Ghost, for he had fallen on none of them until the Apostles layed hands on them.

Act 8:16 (For as yet he was fallen upon none of them: only they were baptized in the name of the Lord Jesus.)
Act 8:17 Then laid they [their] hands on them, and they received the Holy Ghost.

So much for automatically receiving the Holy Ghost when you "trust Christ" and repent. These folks believed in Chirst (
Acts 8:12) and were water baptized in his name, but did not receive this gift of the Holy Ghost. (
Acts 8:16)
