Not all pastors lead the same way. There are different styles, different temperaments, different ways of managing and organizing, different emphases, etc.
All my pastors were wonderful, as far as I was concerned but they all had different ways and styles of leadership.

Another thing to consider is that this "double honor" appears to be referring to $$$$$ considering its following verse and not respect as I think you are suggesting...in context, it is plausible to say it was referring to money.
verse 18 reads:
"For the Scripture says, "Do not muzzle the ox while it is treading out the grain," and "The worker deserves his wages."
