When the religious practice breaks the laws of the land, yes.
Child abuse is not some trivial law.
And in this case, there would not be any kids or parents where abuse isn't a factor. This is their way of life. They are taught this from the time they are born.
The only way to fix this is to teach them new life skills. It is NOT acceptable for underage children to marry and have babies.
