They have tens of thousands monitoring the city. I read something like the average Londoner will have been observed on over 100 CCTV cameras put up by the government (not private security systems in stores) each day.
This is how they are able to solve so many crimes. They can check alibis by looking at CCTV tape to see if people were where they said they were at a given time.

And they say that they are for their "protection" but there are no (or very limited) CCTV camera's in the richest areas of London. One would think that CCTV would be increasingly present in the richer areas if it were for protection and to catch the bad guys.
