The Matt.19:27,28 event is before Jesus death, burial and resurrection.

The Titus 3:4,5 is a past event after Jesus ascended back where He
came from. Paul is telling Titus that it is not by works of righteousness
which they had done, but according to his mercy he saved us by the
washing of re-(again)generation, and re-(again)newing of the Holy
Ghost; Paul is saying that it's already been done. It appears to me
that it is speaking of the re/new birth experience. Past tense.

This rebirth or new birth began to be poured out at Pentecost and con-
tinues to this day. Many who were afar off were and continue to be
brought nigh.
