What I said and stand by is there is no "goodbye" letter.
Just people reading things between the lines that weren't there.

It doesn't. I think you realize the point is that regardless of the "perceived" content of the letter, the question is whether or not Admin has a copy of it as the poster stated.

Is it technically because the word "goodbye" was not in the letter?

No. Because some folks lack reading comprehension skills. One has to read the remainder of a letter in light of the opening paragraph. It generally adds context. It is amazing what can be misunderstood when one rushes to conclusions.
