There are several Trinitarians and a significant percentage of AoG preachers who baptize in Jesus' name.

Let me ask something. If these 'trinitarians' were baptized in Jesus name and teach baptism in Jesus name and they speak in tongues as evidence of receiving the Holy Ghost then are they lost because they are trinitarian and not oneness?

Many believers who claim to be Trinitarians have a modalistic view of God and don't realize it until someone points it out to them.

Elder Epley has stated that if a Trinitarian baptizes someone in Jesus Name it doesn't count.

That would be wrong since they followed the 'oneness' three stepper way to it all. That would be talking out of both sides of your mouth. If you tell them this is the only way to be saved but even though you did that you are still not saved because you are not one of us.
This amazes me.

Well its even worse than that, apparently if the candidate does not have a perfect understanding of the godhead, the fact that they have repented and declared Jesus the Lord of their life is not enough to keep the baptism from being negated.
THEN there is the additional worry, what if they have done everything right, have perfect understanding and don't realize the baptizor is a closet Trinitarian they still go to hell.

I can not believe that they would believe that way. My brother and father who taught it stricter than most still taught and believed that it did not matter the affiliation as long as you were baptized in Jesus name and had received the Holy Ghost you were saved.
They did not just do lip service to it I think they really believed it.

I think he is preaching the truth of the new birth in the video. Unfortunately he unloads the false hope of a pre tribulation rapture on his hearers. So no I dont think he is "fully Apostolic".
