Where Will Youth Congress Be Held?
What state will Youth Congress be held in this month, or is it youth congress, and still, who knows where the youth will assemble this month?

You asked about Youth Congress which is the National Youth Convention for the UPCI held every 2 years. This year it is in early August in Nashville.
The other meeting you are looking for must be on a local/regional level and using the same name.

It will be held in the state of
compromise and
confusion . Same state it is always held in. It is likely the Holy Ghost will not be attending.
