If he likes his current job don't risk it. Sounds like they are doing fishing and if they don't like him then within the 90 days window he may be left without a position.

If you don't feel comfortable with it, don't do it. They aren't being upfront, or they would have said upfront that it was a different position than the one he applied for. That they didn't shows that they don't care for people, and are good at wasting people's time. Not a good company culture to join.

In this economy, the idea they offer to pay more for less supervision and etc doesn't bode well for your husband... either they will hire and then dump him (to cut competition by pulling their best out from under them?) or they will have their company upside down in no time. Believe me, they are pretty aware of what the competition pays... and if they are offering more than that, either its government work or there is something really wrong...
