Hmmm, my daughter wears shorts and pants mostly. When she does wear a skirt it gets on my nerves because I know that she will be playing on the playground and sliding down the slide.
Next year she will have to wear a uniform so I am not sure what the options are there.

Most uniform skirts have shorts sewn into them.

Just teach them to be little ladies my 4 year old daughter wears dresses ankle length and can still play.

In the pioneer days girls wore bloomers or pantaloons under their long skirts, going bare-legged was immodest. I think that something covering the legs is simply wise.
And you can be a lady and still be very active. Ride horses, climb trees, play on the playground. Nothing unladylike about it.

If girls are going to be wearing skirts 100% of the time, they should wear shorts or opaque tights/leggings underneath for the sake of modesty. JMO.

But when you put something on your legs like that...That resembles pants so we got
1. wear skirts because it is modest.
2. wear skirts but put soomething on underneath that resembles pants to be modest..
just wear the pants and be done with it...
I will get off my soapbox now...

One thing about little kids they will find a way to play no matter what.
I would rather my daughter wear pants or knee length shorts for playing but many times she wants to wear the dresses. She likes being pretty and associates dresses with being pretty.
I like my wife to wear pants for the same reason. There is a lot less fabric and she just looks neat in pants. My wife looks good in dresses but for everyday wear I like her better in pants.

Then just have her wear tights or leggings under her skirts. She'll be modest and still look pretty and feminine. 
Don't discourage your daughter from being feminine. She can be both modest and feminine--just find a way to compromise.
