Ive even seen 30 something guys doing this, standing shoulder to shoulder, big grins, index finger and middle finger spread like a victory salute, pointed to each other, but horizontal ?

It may mean, "I'm watching you!" The two fingers represent two eyes. I'm not sure.

If it's the one I'm thinking of, palm in, fingers extended to opposite side horizontally, it's a gesture some rappers use and a lot of young people have immitated. My guess is that one time it meant more than it does now. A video clip on one site said it meant "black peace" but it wasn't a good site and I won't post the link here.
