If a cat wants to get out, he will get out.

The problem of the dogs and the son are separate from your cat problem.

Deal with your cat first, then deal with the dogs and son later.

I am surprised their dog doesn't keep your kitty from going to their side.

You may have to keep the cat inside for a long while or until they notice the cat isn't around. That way, when you abate the dog/kid problem they won't have your cat for retrobution.

Then you could call social services and ask them what to do. If their son is roaming and/or becoming a pest then the family needs a wake up call
