Your question is stupid.
The companies that have abandoned these areas for overseas spots made the dollar the bottom line-- without regard to their countrymen and the communities their greed affected.
Conversely,
America's desire for cheap goods must be reigned in.
However, the way to stop the infiltration and destruction of drugs on a community is to get to the drug dealers and distributors-- if they can't feed the addicts, the addicts will be FORCED to either clean up, die, or go somewhere else. They will have no choice.
Same thing with America's cheap goods habit. Instead of feeding the habit, we can penalize the "corporate dealers" for not doing the bulk of their business ops in America. Or they can move their ops back to the States where our citizens will be FORCED to pay a fair rate for the goods we desire.
This would not be an easy adjustment for many families who are at or near the poverty level-- or for the middle class for that matter. However, it is an adjustment that has to be made if we want to be less dependent on foreign labor.

Again, businesses are not there to employ people but to make a profit. Many of these companies though would love to stay in the states if asked. The government however makes it harder and harder with taxes and fees
You're penalties are the reason why these companies move
