Folks who park in a handicap spot but don't need it regardless if they got the scam decal or not.
Preach it. The ONLY people who should be parked in those spots are those using crutches, walkers, or in wheel chairs (or maybe even the very 'aged' who are close, but not quite needing any of the above yet).

I have been diagnosed with ILD (Interstitial Lung Disease). I have areas in my lungs which are inflamed and other areas which are fibroid (dead). Because exertion (even walking) makes me short of breath, I have been given a handicap placard by the state of Ohio because I had a Doctor's prescription for it. I do use a cane if walking any distance or for any length of time.
