Good question, as of right now they do have jurisdiction. I forgot what states already have this same law as California but there are 2 or 3. In those states the feds have and do continue to make arrest on federal laws despite the states lighter laws. However, the feds can make it hard on them. Just as in the case of seatbelt laws and others, the feds can mandate that the states will lose fed funding in some area if they do not adopt fed laws.

Gonzales v. Raich ruled in a 6-3 decision that the Commerce Clause of the United States Constitution allowed the federal government to ban the use of cannabis, including medical use. The court found the federal law valid, although the cannabis in question had been grown and consumed within a single state, and had never entered interstate commerce. Congress may ban the use of cannabis even where states approve its use for medicinal purposes.
In 1973 Oregon decriminalized cannabis[40] Laws changed again in 1995 that reduced penalties. Possession of one ounce or less became legally defined as a "violation" (a crime that is considered a lesser offence than a misdemeanor) and now is punishable by a $500 to $1,000 fine that can be, in some jurisdictions, paid off by means of community service.
