Actually it was ratified specifically for the slaves back at that time. Foreign diplomats that have children born in the USA are not granted US citizenship, as they are under the jurisdiction of another country, the country they are citizens of, and have no obligation to the USA.

Everytime I scan through the Fellowship Hall, and see this thread title, I think for a brief second it has something to do with an MMA match or pro-wrestling match... not sure why....
