I'm not endorsing immodesty. LOL!!! But I still understand the mindset, because I find the western mentality on this issue to be very irritating.
However. Most men and boys struggle to keep their thoughts pure, even if the pretty female in the room is wearing a potato sack, so I'm not sure a lack of cover is to blame when their thoughts stray. I'm pretty certain, in fact, that God will hold them personally accountable, even if the nearby women are completely nude.
But I agree, we shouldn't deliberately cause others to stumble. Even for a good cause. That said...I was never brave enough to show skin in public, but it was the one scenario in which I WISHED I was brave enough--because I agree with the philosophy. There. I confessed.

But it's rude.  Is it rude for a child to nurse? I was always modest when I nursed my babies, but I found it aggravating that I had to make concessions for the male psyche.
I have a son, and he is being taught that it's rude to stare--even when a woman is scantily clad and wanting attention. Plus, he needs to learn the art of looking once, and turning away when the situation demands it.

It's all what you are used to.
I went to school in a small town in Wisconsin and some of the kids came from farms.
One day someone (not a farmer) was reading something aloud and the text contained the word "teats." He read it as "treats." One of the farm girls corrected him by pointing out that he had said "treats" instead of "tits." She was not the least bit embarrassed or self-conscious about using the word. That's what they called them at their home. I was not raised on a farm and I was a little embarrassed by her remark. But again, that was my problem, not hers.

Some friends of ours were out and ran across an old friend of the wife. They got to talking about some things from their past and she used the word "tits" in speaking about a cow. Her husband later told her that she had embarrassed him. She did not know why. When he explained, she said, "Well, that's what they are. What should I have called them?" He said, "breasts?"
Now which would have sounded worse?

We had some Germans and Norwegians up there.

My boss for 10 years & my former Assitant Pastor group on on a farm & yes on the farm they call manure by it's street name.
However in society & in Church he never called it that, Propriety would not allow him to say it!
