Before polygamy cults, men of God practiced it all over the old testament and it was always one sided.

That is my point, men wouldn't like it if it were reversed. All that property claiming and chest beating stuff. And some are probably not doing it because it is biblical.

That is my question. The bible does promote polygamy as people of God normally practiced it. Is there any new testament believers recorded to ever practice this? If not, were we instructed to not do it?

I don't believe the Bible "promotes" polygamy, as much as it simply records it.
As for me...I don't see it as particularly anti-biblical, however, I do believe that it falls outside of a man and woman becoming "one", and other principles for marriage encouraged in scripture. Personally, a polygamist would be someone I would not fellowship with, at least within our western culture, even if he claimed to be a Christian. I find it to be repugnant, for various reasons.
Foreign countries and different cultures might be a little easier to stomach, and certainly can't be helped. I just find it to be personally offensive, whether the Bible forbids it or not.

A big amen on that.

It's easy to disdain it in America, but it gets a little stickier in other countries where it's rampant and accepted by government. The sad part is that the first wife usually does not accept polygamy, but she knows it's a part of life. The women still get jealous of each other and have lots of hurt feelings. If a man only marries one wife, she is considered extremely fortunate.
Love is usually a non-existent emotion in these countries. Men are not taught that they can have feelings for a wife or children; marriage is merely for the sake of raising sons (and daughters, but this isn't as important), and for sexual pleasure for the man. Muslim men are allowed four wives; I don't really know if there is a limit for Christians in these countries.

I think a house full of women married to one man would give new meaning to the show "Desperate Housewives".
Can you imagine the plot twists, backbiting, and comic possibilities?
